Are the members of an advisory committee, established to aid and assist the local land planning agency and governing body in carrying out land planning responsibilities, local officers and therefore required to file statements of financial interests?

Your letter of inquiry advises us that your city recently made appointments to an advisory body which was established to aid and assist the local land planning agency and governing body in carrying out county planning program responsibilities. This advisory committee was created pursuant to the ____ Local Governmental Comprehensive Planning Act of 1975 (Little ELMS).

Please find enclosed a copy of a recent opinion of this commission, CEO 76-156, which addresses the question of disclosure requirements for members of another advisory body created pursuant to the Little ELMS. The rationale employed in the response of this opinion is equally applicable to the question you pose, which is answered accordingly in the affirmative.
